DISCIPLINARY ACTION
Disciplinary action for minor offenses, including the consumption of alcohol, tobacco, or use of unauthorized chemical substances, will be handled by the immediate commanding officer and may include corporal punishment, internment, fines, peer discipline, or probation. Major offenses, including breech of confidentiality above C2 must be reported to the Zone Captain. In cases requiring extreme disciplinary action (i.e. sedition or divulgence of C5 to C10), a disciplinary court will be convened, comprised of a counsel of five ZCs, two ESP Captains, and overseen by the regional EGG.
HANDLING OF INTERNAL GRIEVANCES
All grievances must be submitted by form EIA0026B, in duplicate, to the Elgen Guardmen’s Squad Captain. In the case that the grievance is against (or involves) the Squad Captain, a complaint may be submitted to a Zone Captain for summary examination.
Note: Guards who submit complaints that are found to be meritless may face disciplinary action.
REEDUCATION
Although only a relatively few guards will ever work in the Elgen reeducation program, it is vital for all personnel to understand its workings and role in the global expansion of the Elgen empire.
The reeducation process is designed to help those who have been counterconditioned to non-Elgen paradigms. Misguided individuals are sent to the nearest reeducation center where they will undergo a series of educational and mind-altering exercises in which erroneous thinking is replaced with the glorious truths of the Elgen. The following exercises and procedures have been used with such great success that even a few of our most dedicated guards are graduates of our reeducation campuses:
Step 1: Appearance Alteration
Detainees wear attire (i.e. pink, flowered jumpsuits) that promotes humility and greater willingness to cooperate. Jewelry, facial hair, or distinguishing hairstyles are removed or changed during the admitting process.
Step 2: Name Change
Disassociating detainees from their previous identities serves to open their minds to new truths. All detainees are assigned numbers that serve as their identity until their graduation from Reeducation.
3. Confinement
Detainees are housed in individual ten-by-ten foot rooms containing a metal cage. For the detainee’s safety, a special deactivation code is required in order for a visitor to enter the detainee’s cell. Failure to input the code will result in the detainee being electrocuted.
4. Educational Media
Elgen Inc. has produced a series of films designed to correct detainees’ thinking and expedite the conversion process. These films are shown at regular intervals during the detainees stay, as often as twenty times per day. The more time spent in front of these films the speedier the process of conversion and the greater the success.
5. Detention Time Period/Integration
While individual cases vary, most detainees require a relatively short reeducation period. They are then welcomed into our cause.*
Historically, 97% of all detainees are satisfactorily reeducated and allowed the privilege of serving the Elgen, oftentimes in menial roles such as janitorial or groundskeeping work. All former reeducation students are continually monitored and assessed for their continued improvement.
*Occasionally, it is deemed necessary to detain individual students for longer/indefinite periods. These special cases pose special security risks and require extra attention from Elgen Guardsmen.

MISCELLANEOUS
ELGEN FLEET
The Elgen fleet consists of seven vessels manned by Elgen naval personnel and equipped to handle a variety of projects.
ES Ampere
The flagship of the Elgen fleet, the Ampere is a superyacht that serves as the Elgen command ship. It is used for special functions and to entertain Elgen VIPs.
Design Specifications: 11,000 tonnes. 145 meters. Steel over aluminum superstructure with Kevlar insulation. Powered by a triple screw, diesel-electric propulsion system with four marine diesel engines. Max speed: 25 knots. Cruising speed: 22 knots.
Faraday
A refurbished World War II troopship used to transport Elgen guards. Design Specifications: It can carry in excess of 3,500 passengers. 76,000 GRT. Powered by twin marine diesel engines. Twin props. Max speed: 18 to 19 knots.
Watt
A fully operational battle cruiser equipped to protect the rest of the Elgen fleet. Carries and operates advanced technology including tactical tomahawk cruise missiles, torpedoes, long range cannons, and advanced targeting systems.
Design Specifications: Displacement: 38,200 tonnes. 213 meters. Max speed: 32.5 knots.
Volta
The Elgen’s science ship. It also contains a confinement center capable of housing up to fifty GPs.
Design Specifications: Displacement: 13,000 tonnes. 152 meters. Max speed: 20.5 knots.
Joule

Ohm
Serves as a supply ship for the Elgen fleet as well as Elgen compounds and Starxource power plants.

Tesla
The Tesla is a small landing craft used for transporting troops from the Faraday. (This type of ship is also known as a “tender.”) It is equipped with twin fifty caliber machine guns and a twenty millimeter Oerlikon cannon.
Design Specifications: Displacement: 3,586 tonnes. 100.55 meters. Powered by three twelve-cylinder gasoline-fueled engines. (Modified design of the Packard 3A-2500 V-12 liquid-cooled aircraft engine.) Max speed: 35 to 40 knots.

MEDALS AND AWARDS
C. J. Hatch Award for Distinguished Service
The prestigious C. J. Hatch award is the highest honor given to Elgen Guardsmen, and is often followed by an advancement to Squad Captain, Zone Captain, or even Elite Global Guard status. The recipient of this award is personally selected by the Supreme Commander himself and stands as an example of exemplary Elgen performance, dedication, and heroism.
Golden Lightning
This award is bestowed upon one Guardsman every calendar year. This award is given to the Guardsman who demonstrates the highest level of dedication, loyalty, and performance. Squad Captains will submit names for review to the Zone Captains, who will then narrow the field of candidates to five. The final names are passed to the EGG for a decision. Golden Lightning candidates are awarded a private audience with General Admiral C. J. Hatch. Many Golden Lightning-award winners have been promoted to Squad Captains or Zone Captains.
Silver Filament
This award is bestowed upon an Elgen Secret Police member every calendar year at a private event. Because the identity of the ESP must remain confidential, candidates for the award are chosen by the ESP Captains based on performance, discovery, and value of discovery. ESPs who uncover disloyal guards or factions among the ranks are considered for the award. Although there is no public presentation of the award (in order to protect the identity of the ESP member), winners are granted special privileges as well as a private audience with EGG David W. Welch.
Bronze Spark
This award is bestowed biannually during the Elgen Guard Global Training Camps. Candidates are chosen from each squad and reviewed by Zone Captains. Each zone bestows the award on a soldier who has best demonstrated Elgen qualities of loyalty, determination, strength, and solidarity. Bronze Spark winners receive a pay grade advancement and are publicly acknowledged during the training broadcasts.
LANGUAGE AND TERMINOLOGY
The Elgen military force has developed language and terminology in reference to its unique mission. While Elgen Guardsmen will use many of these terms on a daily basis, it is required that their meanings are kept strictly confidential from outsiders. (Note: Many terms are classified and will only be revealed on a need-to-know basis.)

ADC (Short for Active Duty Commands.) All rules and instruction given to Elgen Guardsmen.
BCC (Short for Beta Control Countries.) Used in reference to Starxource power plant development. (See OSP, PUC, and Starxource.)
Bowl (The) Any Starxource plant’s central conductor—designed to direct power to a delicate, silver-coated copper grid that conducts electricity to capacitors.
Cell 25 An important aspect of every GP prison, Cell 25 acts as the ultimate recalibration tool. Prisoners locked in Cell 25 are forced to endure erratic food schedules, a consistent electronic beep, and frequent bouts of terror. Cell 25 references a specific room that can be duplicated in any Elgen facility.
E Patterns/El-Waves Units of measurement that designate the biological electricity patterns and levels present in the body.
EGG (Short for Elite Global Guard.) The Supreme Commander’s elite force of twelve guards.
Electrical Pulse A secondary pulse that references the flow of electricity within the body. Tested through sensors developed specifically for this purpose.
Electric Children Group of youth with electric capabilities. Many of these youth are a part of Hatch’s special youth force, but others are considered enemies of the Elgen. (See Electroclan.)
Electroclan Small terrorist group comprised of renegade Electric Children as well as a few nonelectric youth. Considered an enemy to the Elgen. (See Electric Children.)
Elgen Electric Generation. The Elgen Corporation as a whole. (Pronounced El-Jen.)
Elgen Academy An elite school designed to engage and train Electric Children. Originally referencing a specific facility in Pasadena, this term now refers to the Electric Children’s education in a broader sense. (See Electric Children.)
EMP (Short for Electromagnetic Pulse.) A wave of electricity capable of stopping all electrical functioning and communications.

Glow Common term for Electric Children. Because of their unique bioelectrical makeup, all Electric Children give off a faint, phosphorescent glow. (See Electric Children.)
Goats Guards of questionable loyalty who require reeducation in order to remain members of the Elgen Force. (See Sheep and Reeducation.)
GPs (Short for Guinea Pigs.) Elgen Inc.’s human test subjects. Comprised of criminals and other untouchables, their presence is crucial to the advancement of our scientific pursuits. GPs are assigned numbers and kept in GP prisons. They wear orange jumpsuits and collars that monitor their vocal cords, administering incapacitating shocks if the GP attempts to talk or scream.
Grail (Slang.) Elgen-speak for a project or mission that cannot reasonably be accomplished.
IT (Short for Initial Training.) Ninety day requisite training similar to the U.S. military’s basic training or boot camp
MEI (Short for Magnetic Electron Induction.) Elgen invention used for finding diseases and abnormalities in the body. Since its early testing the MEI’s role within our organization has evolved to become an intricate part of the NSG program. (Commonly pronounced may.)
Mindwave Helmet Also commonly called a “reboot helmet.” A protective helmet constructed of copper and made to withstand projected electrical interference. Used in special missions.
Newf’s (Derogatory slang.) Non-Elgen workforce.
NSG (Short for Neo-Species Genesis program.) Details are classified.
OSP (Short for Oper
ational Starxource Plants.) Starxource power plants currently in operation. (See also BCC, PUC, and Starxource.)
PUC (Short for Plants Under Construction.) Used in reference to power plants currently being developed. (See also BCC, PUC, and Starxource.)
Rabisk A biscuit made from rat carrion, fur, and bone meal. Though primarily used to feed other rodents, Rabisk is sometimes fed to Elgen prisoners.
Re-Ed (Short for Reeducation.) Process by which Elgen alter the minds of individuals who have been counterconditioned to reject Elgen beliefs. Also refers to a physical facility.
RESAT Unique to Elgen Inc., the RESAT is used to subdue errant Electric Children through lowering their body’s electrical content. To be used in special missions only. (Pronounced Ree-Sat.) (See Electric Children.)
RFIDs (Short for Radio Frequency Identification Devices.) Subdermal tracking devices used to track the location of GPs. They are administered through injection and most often placed in left arm. (See GPs.)
Sheep Enthusiastic soldiers whose loyalties lie with General Hatch. These guards will be trained and advance to leadership rank, ultimately taking leadership positions over the Starxource Plants or Elgen compounds. (See Goats.)
Squad Captains Leaders of the Elgen Guardsmen subgroup, composed of six to twelve Elgen Guardsmen.
Starxource Name given to Elgen power plants. Starxource power plants deliver economical, renewable, and environmentally friendly power to the world through a top secret process most closely related to cold fusion.
