Several proposed Executive Orders were not signed by President Powers. One would authorize federal law enforcement to use harsh drug war tactics. Another would outlaw specific rights, benefits, and privileges to individuals due to their sexual orientation and would authorize discrimination based on an American citizen’s religious or personal beliefs. A third would authorize complete government funding for campaigns for federal offices. One order would outlaw political correctness. The other was to oppose legalization of marijuana throughout the United States. Powers wrote on each document - “Unclear, Rejected & Revise.”

President Powers had planned to sign several Congressional bills into law on January 20th, but because of the snow storm, these would be delayed a few days. So after signing the various documents, he went into the residence and had dinner with his daughter Liz and the Vice President and his wife Tracy. Due to the weather, the Vice President and his wife slept in the Lincoln Bedroom. Powers then watched several news shows, saw a movie in the Presidential Theater with an order of KFC Chicken, bowled two games with a Secret Service Agent, and finally retired around 4 am (the new President no longer had access to his android super XXL smart phone).

Another snow storm hit the Washington region in the middle of Friday morning. The President wanted to go out and visit neighboring disaster areas, but the Marine Corps declared helicopter operations to be un-safe and the Secret Service decided that ground transportation would be troubling, so any trips away from the White House were prohibited over the President’s objections. Powers instead called his key construction managers of the TAP Infrastructure Corporation in Boston, and ordered them to fly on his private helicopter to the White House. Approximately 9 pm, the helicopter crashed near Dover, Delaware, killing all aboard. The President was informed about the crash and then when the deaths were confirmed was quite upset, immediately calling every spouse or next of kin of his employees that night. One bit of good news was that only three of the seven construction managers had been located or were available to fly down to Washington.

Senate Majority Leader Bud Thomas had planned to hold a short session on January 20th to confirm most of the Cabinet-level and deputy positions that had completed committee confirmation hearings. The storm starting on Monday disrupted completing these hearings and prevented having the official vote on Friday afternoon. It would not be until Monday, January 25th, that the Senate officially confirmed the top Powers Administration officials.

Major legislation efforts by the House and Senate during pre-inauguration January were affected by the confirmation hearings in the Senate and a lack of agreement by House Conservative leaders with Powers’ White House senior staff, including Vice President-elect Mitchell. The only common agreement was to repeal the Affordable Care Act (Trumpcare), which the House did on January 15th and sent it to the Senate. Not wanting to have President Trump immediately veto it again, Senator Thomas decided to hold off until Friday to allow President Powers to sign it on his first day in office. Again, this would not be attempted until January 25th.

By Saturday, it appears from Powers’ administrative assistant’s diary that he was bored. The Secret Service continued to prohibit any travel away from the White House. Powers had asked Stephen Walters early that morning, who had
still not resigned as Governor of New Hampshire, to order his Army National Guard to transport his four construction managers to the White House. About 9 am that Sunday, Powers called the Chief of the Army Corps of Engineers, Lieutenant General Sam Graves, to come immediately to the White House to discuss how to quickly build the Powers Border Wall. Graves was the great-grandson and grandson of famous Army Engineers. Graves lived on Fort McNair, and finding out that the roads were closed, walked the slightly 1.5 miles in the snow to the White House.

Powers and Graves met for about five hours, breaking for lunch, before the TAP Infrastructure Corporation construction managers arrived in two Guard Blackhawk helicopters. The President directed Graves to work with his four managers to quickly develop the concept plan for the Powers Border Wall, with the idea to begin initial construction in less than three weeks. Graves ended up issuing a sole-source contract to the TAP Infrastructure Corporation for engineering and construction management, calling up most of the Army active, reserve, and guard engineer brigades and battalions in the continental United States, and having the traditional shovel ceremony on February 12th.

Powers left the Graves meetings to direct
