  “As the new mayor, I feel as if the city needs some new rules.

  1.Anyone that's caught with any form of weapon that could be used to injure one of my agents, will be executed.

  2.Anyone who is labeled as a police officer, will be executed.

  3.Vigilantes will not be tolerated, and any caught will be executed.

  4.Anyone who stands up to any of my agents, will be executed.

  5.Anyone who does not obey these rules, will be executed.

  And finally, every prison in the city is to release each and every inmate for my armed detail for help around the city. In other words, I want every inmate to help me find everybody who is on my wanted list, and for the person who brings one of them in, they get the bounty money on their head.”

  Ryan Barson's voice echoed on a speaker through the city. As he talked, people screamed and ran frantically away from the inmates who carried weapons and ordered commands. Most of them were getting changed out of their blue inmate outfit, but the others were still in it as they hit the civilians in the head that weren't cooperating and shooting at the police officers who tried hopelessly to fight back.

  Ryan's voice on the speaker repeated the rules over and over throughout the city. His picture was on each television. The inmates laughed as they put the civilians in their rightful place.

  “And the list of wanted bounty's are,”

  Ryan's voice continued after the repeated list of rules for the city.

  “Joey Walker, Sam Miller, James Killer, Wade Jackson, Alan Loki, and Josh Walker. The amount on each their heads are four million. The amount on Joey Walker's head is eight million. Bring them to me, dead or alive, preferably alive, and you will get your money. Good luck to you all.”

  Ryan's laugh was heard among the city, it masked the screams of the innocent, but couldn't cover them up completely.
